The Panagbenga Festival was established in 1996 as a way for Baguio to recover from the devastating 1990 Luzon earthquake. The idea was proposed by Atty. Damaso E. Bangaoet, Jr. to create a festival that would uplift the spirits of the people and showcase the city's beauty. The name 'Panagbenga' is a Kankanaey term that means 'season of blooming'.
The festival is a month-long celebration of the flower season and the rich cultural heritage of Baguio and the Cordillera region. Its highlights include the Grand Float Parade, featuring massive floats adorned with flowers, and the Grand Street Dance Parade with performers in flower-inspired costumes. It has become a major tourist attraction, embodying the resilience and creativity of the people of Baguio.
