Uber is Finally Legal in the Philippines

The Philippines is the first country to develop nationwide ride-hailing regulations, making it legal for app-based transportation services like Uber to operate anywhere in the country.

The Philippines is the first country to develop nationwide ride-hailing regulations, making it legal for app-based transportation services like Uber to operate anywhere in the country.

In a statement released today, the Department of Transportation and Communications (DOTC) will publish more details this week with regards to its effort to modernize transportation services and usher in the conveniences offered by technological innovation brought about by such app-based transportation services. 

“We view technological innovation as a driver for progress, especially in transportation where it can provide safer and more convenient commuting options to the public. App-based transport services help address the increasing demand for mobility spurred by rapid urbanization,” said DOTC Secretary Jun Abaya.

It essentially allows Uber and other similar services "to exist within our regulatory framework," Abaya continues.

All the specifics of the regulations have yet to be finalized, but in general, the DOTC says cars that operate on these services must have a GPS system, must only be sedans, Asian Utility Vehicles (AUVs), SUVs, or vans; and can’t be more than seven years old. Operators will also be required to obtain certificates for each vehicle on the service. To promote passenger's safety, drivers must be screened and accredited by Uber and registered with the Land Transport Franchising and Regulatory Board (LTFRB).

On Uber's website, David Plouffe, Senior Vice President of Policy and Strategy, Uber Technologies on this historic development, “Today, the Philippines has officially become the first country to create a national dedicated framework for ridesharing. This first-of-its-kind order is a shining example of how collaboration between government and industry can advance urban mobility, create new economic opportunity and put rider safety first.”

Since Uber has been operating for 15 months without being recognized by the government, this new regulation represents an innovative approach that brings the benefits of smart technologies to all the commuters in Metro Manila and soon in the whole country. It is also a vital part of the government's long-term solution for delivering safe, efficient and reliable transport options to the people in Manila.

DOTC Secretary Jun Abaya and LTFRB Chairman Winston Ginez have shown great vision in recognizing that innovative technologies have a key role to play in upgrading transport services. In adopting this new approach, they have sent a clear message that embracing innovation, supporting consumer choice and ensuring the safety of riders should be a top priority for governments in every market.

In addition, they hope it paves the way for more collaboration in cities and countries across the region.
